facebook 을 이용하기 위한 기본 절차가 궁금합니다.

페이스북 계정을 웹용 플래시에서 활용하는 절차가 좀 궁금합니다.
페이스북 api 와 js 를 이용하는 것은 검색을 통해 알았는데요..이 사이트를 만드는 주체의 페이스북에서 먼저 절차가 필요한 것인지요?
페이스북 개발자 ID를 만들고 하는 것인지..기본적인 절차가 좀 궁금합니다.조언 부탁드립니다.감사합니다.
