a:hover 색상변경 질문이요!!!!

이렇게 감싸서 a태그 쓰고 있는데요,,,
예를들어 하단 설명은 보여지는 색을 #999 로 하면요,
a:hover 했을때도 #999로 계속 보여져서요 ㅜ
오버했을때는다른색으로바꾸려면,,, 현재의 구조를 바꾸지 않고 가능할까요??어찌 해야 될까요??? ㅜ
